The inquiry was held after a request by the Liberal Democrats to the House of Lords Committee, which makes recommendations on the use of the country’s top tax rates.
The committee is examining whether the UK’s top rate of tax is too high, what it can afford to pay and whether any of the measures can be considered necessary or appropriate to make people pay more at the bottom end of the income scale.
Mr Johnson’s announcement comes on the eve of his party’s expected manifesto launch later this week and will mark the first time that the prime minister has admitted the tax system in the UK is dysfunctional.
Speaking on BBC Radio 4’s The World At One on Sunday, he said he was happy that the committee was investigating such complex matters: “It is a very, very important element in our economic agenda.
“I’m very pleased to have this committee taking a seriously look at some of the fundamental aspects of this system that has to be properly overhauled because they may make mistakes in certain circumstances.”
The tax system in the UK has been a source of debate for years and, apart from increasing corporate tax, has been criticised as unfair, too complicated and inefficient.

Mr Johnson’s speech will also set out his manifesto’s proposal for the “brave new world of universal adult entitlement to a share of national wealth”.
